Sandbags have sat on the Clontarf promenade since the early 2010s, after an earlier defence scheme was voted down.
In May 2025 Cllr Breen joined a site visit with OPW Minister Kevin Moran and Barry Heneghan TD. In October 2025 the council showed temporary interlocking concrete barriers. He suggested a mural on that temporary wall marking the Battle of Clontarf.
Phase 1B of the River Wad Flood Relief Scheme followed. Phase 1A and 1B together are described as protecting 112 properties. The sandbags on that stretch were removed. The next steps he has put on the record are updated flood maps so residents can get insurance, and long-term coastal defences so the replacement barriers do not become the new sandbags.
