On 13 March 2025, Cllr Breen called a special meeting of Dublin City Council on vacancy and dereliction. The motion asked for a Special Refurbishment Unit for state and council stock, utility data to find vacant buildings, a higher and wider Residential Zoned Land Tax, and more compulsory purchase. It was referred unanimously to a cross-party working group.
He was a named requester on a second special meeting on 24 March 2025, on Tenant in Situ restrictions.
In December 2025 he challenged a north-central report that listed only 11 derelict buildings in the whole area.
